Which plan includes the API?

The API, the developer portal and webhooks come with Enterprise.

Do I need my own WhatsApp Business API account?

No. TelVox Chat connects your own number through Meta's official WhatsApp Business API, and we're an official Meta Tech Provider.

Can I send messages to anyone from the API?

WhatsApp's own rules still apply. Messages to many people, or outside the 24-hour window, need a template WhatsApp has approved.
